Unable to stat migrate, even in a salon

When attempting Stat migrations as a Novice ID (Both on an alt and for another person) even inside a salon I get an error message saying "If you dont return to the ID tent within 25 seconds the ID will be cancelled" Subsequent ID sessions pop up then immediately close.
